In accordance with TEC §12.104(b)(W), the governing board of an open-enrollment charter school shall adopt and post early childhood literacy and mathematics proficiency plans under TEC §11.185 and college, career, and military readiness plans under TEC §11.186
House Bill 3 Board Goals
The Texas Education Code (TEC) is amended by House Bill 3 (HB3) to include plans that will effectively address the following target areas: Early childhood literacy, math proficiency, and college, career, and military readiness (CCMR).
Per the School Finance Commission, it is recommended that K-12th grade should pursue goals of at least 60% proficiency according to the TEA "Meets" performance standard at two important times:
- 3rd grade reading
- 12th grade: (1) achieve an industry accepted certificate aligned with a profession or occupation associated with wages (2) enrollment in post-secondary education (3) enlistment in the military
It is the requirement of HB3 that the LEA school board adopt detailed plans developed by accountability and academic teams to present goals with an emphasis on EC-3 reading and mathematics and also an emphasis on college, career, and military readiness. Adopted plans must meet the following requirements: (1) At least one district level administrator or region center employee to oversee the coordination and development of the plan (2) Specific, measurable, relevant annual goals over a five year period (3) Annual board review of goals (4) Annually reported on the LEA Website.
